NAVR Applauds Texas Attorney General Ken Paxton and Highlights SAVE Act Protections for Veterans

WASHINGTON–(BUSINESS WIRE)–The National Association for Veterans Rights (NAVR) today commended Texas Attorney General Ken Paxton for securing a final judgment against VA Claims Insider, LLC, holding the company accountable for deceptive practices targeting disabled Veterans seeking assistance with VA benefits.

The conduct outlined in the case, misrepresenting services as “free,” obscuring contract terms and true costs, misrepresenting relationships with medical providers, and pursuing aggressive debt collection, reflects the very abuses the Safeguarding American Veteran Empowerment Act (SAVE Act) is designed to prevent. NAVR has been leading the charge in multiple states, including neighboring Oklahoma, to pass the SAVE Act and similar legislation, which mirrors the protections enforced in Texas: prohibiting inappropriate medical relationships, requiring written disclosures be provided to Veterans informing them of free options available to them, mandating full disclosure of fees upfront, and offering interest-free, Veteran-friendly payment plans.

“This is a win for Veterans and exactly what NAVR has been fighting for since its inception,” said Peter O’Rourke, President of NAVR. “By issuing this statement, Attorney General Paxton is essentially reinforcing the principles of the SAVE Act and echoing the efforts of lawmakers who have passed these protections in Florida, Alabama, North Carolina, Tennessee, Oklahoma, Louisiana, and South Dakota. We look forward to continuing to work with the Attorney General’s office in Texas to highlight the difference between good actors and bad actors in this space. VA Claims Insider is not a member of our trade association because it does not meet the strong ethical and moral standards required to join. This is exactly why NAVR exists: to inform Veterans of trusted providers, certify them, ensure compliance with federal and state ethical standards, and call out practices that harm Veterans.”

Under the permanent injunction, VA Claims Insider is prohibited from collecting illegitimate debts, including an estimated $6.8 million in debt forgiveness for disabled Veterans. NAVR said the outcome demonstrates that strong enforcement, paired with clear standards, can deliver meaningful relief while preserving access to legitimate, ethical assistance.

“Veterans deserve honest help, clear rules, and protection from predatory actors,” O’Rourke added. “The reality is there are bad actors in every space, but good actors should be recognized and allowed to prevail. NAVR and its members are leading the charge to ensure Veterans can safely navigate benefits and receive the support they have earned. We look forward to working with the Texas state legislature and hope this signals strong support for the SAVE Act and similar legislation, common-sense consumer protection bills for Veterans that NAVR has championed for years.”
