Cardano DRep votes no on Wirex’s 3.96M ADA Treasury request, citing unclear deliverables and disclosure gaps.

A Cardano delegated representative has voted against a Treasury proposal seeking 3,961,538 ADA for a Wirex payments project.

The proposal is titled “Bringing Real-World Payments to Cardano with Wirex” and focuses on payment infrastructure.

The DRep said the goal of expanding Cardano payments is valid, but the current request lacks detail.

The vote adds attention to Cardano governance, Treasury spending, and the need for clearer project disclosures.

DRep Questions Wirex Treasury Request

The DRep said Wirex has experience in card issuance and regulated payment services.

However, the statement said the proposal does not clearly define what Cardano receives. That concern became the main reason for voting against the funding request.

The proposal refers to integrated infrastructure for real-world payments at scale. It also mentions open-source payments infrastructure linked to banking rails.

The DRep said these terms are too broad for a large Treasury withdrawal. According to the statement, the proposal should explain its exact deliverables.

It should also show how those deliverables serve Cardano as a public good. Without that detail, the DRep said approval could not be justified.

EMURGO and Cardano Card Raise Questions

The DRep pointed to EMURGO’s announced partnership with Wirex at Cardano Summit 2025.

That partnership was tied to the Cardano Card, which was described as issued by Wirex. The card was also described as integrated into the Wirex app.

EMURGO said users could spend ADA and other digital assets anywhere Visa is accepted.

The supported assets included ADA, BTC, ETH, USDC, and other cryptocurrencies.  The DRep said this existing product creates questions about the new funding request.

The statement said the proposal should explain what is missing from the current card setup.  It should also define what the Treasury would fund beyond Wirex’s commercial roadmap.

The DRep also asked for details on any profits already directed to the Cardano Treasury.

SecondFi Link Adds Governance Concern

The DRep also referred to Wirex’s May 2026 partnership with SecondFi. The statement did not claim SecondFi or EMURGO are formal participants in the proposal.

However, it said their public links to Cardano payments should be clarified. The DRep said any direct or indirect role should be clearly disclosed.

This concern was tied to a recent SecondFi security incident. SecondFi has said it will not resume normal operations, according to the statement.

The DRep said such events require care when reviewing payment infrastructure proposals

The proposal should explain whether the incident affects feasibility or user safety. It should also state who would build and maintain the planned system.

The DRep said a revised proposal could still receive support in the future. Conditions included clearer deliverables, open-source details, and participant disclosures.

For now, the 3.96 million ADA Wirex Treasury proposal faces opposition over key gaps.
