Botswana is taking a significant step towards becoming a regional renewable energy exporter, with financial close achieved for the US$100 million Tati Solar Project, a 100-megawatt development designed to supply electricity into the Southern African regional power market.

The project marks Botswana’s first utility-scale solar facility and signals growing investor confidence in merchant renewable energy projects across Southern Africa.

Botswana enters the regional power trade

According to reports, financing arrangements for the Tati Solar Project have now been completed, with  Rand Merchant Bank acting as lead arranger and underwriting the full financing package.

The project is being developed by Shumba Energy through its Etavi Renewables subsidiary and is expected to enter commercial operation in 2027.

Unlike many African renewable projects that rely on long-term power purchase agreements with state utilities, Tati Solar has been structured around regional electricity trading. Power generated by the plant will be sold into the Southern African Power Pool (SAPP), one of Africa’s largest cross-border electricity markets.

The SAPP connects 12 countries and serves a population of more than 360 million people, providing generators with access to a much broader customer base than a single domestic utility.

For investors, this structure is particularly significant. It demonstrates that renewable energy projects in Southern Africa can attract commercial financing based on regional market demand rather than solely on government-backed offtake agreements.

Rising demand strengthens the investment case

The project’s economics are supported by growing electricity demand across the region.

Mining activity, expanding data centre capacity, industrial development and broader electrification programmes are increasing power consumption throughout Southern Africa. At the same time, supply constraints continue to affect several markets.

Recent drought conditions have reduced hydropower generation in parts of the region, while ageing coal-fired power stations face retirement or declining performance. These trends are creating opportunities for new renewable generation capacity.

According to market participants, the regional power deficit remains substantial. Southern Africa is estimated to face a shortfall of approximately 4,200 megawatts, with shortages particularly acute in countries such as Zambia and the Democratic Republic of the Congo.

The investment outlook could strengthen further as regional electricity markets become more integrated. South Africa alone is expected to add significant new generation capacity over the coming decade, potentially increasing liquidity and price discovery within the regional trading system.

A template for future renewable investment

For Botswana, the Tati Solar Project represents more than a single power plant. It signals the emergence of a new export-oriented energy model built around renewable generation and regional electricity trade.

The project also demonstrates how merchant renewable assets can attract private capital when supported by strong regional demand fundamentals and functioning cross-border market mechanisms.

For investors, the key question is whether Tati becomes a template for future projects. If successful, the model could attract additional capital into solar, storage and transmission infrastructure designed to serve regional rather than purely domestic markets.

As Southern Africa continues to face power shortages and rising electricity demand, Botswana solar exports may become an increasingly important component of the region’s evolving energy landscape.
